This study aimed to develop a crop pattern optimization model based on the Particle Swarm Optimization (PSO) algorithm for water resources management in the Alborz Irrigation Network, Mazandaran Province, Iran. Agricultural and economic data corresponded to the 2024–2025 cropping year. The model included 18 decision variables, representing cultivated areas and allocated irrigation water for nine agricultural and horticultural crops. The objective function maximized total net agricultural profit subject to water and land limitations and restrictions on changes in rice and citrus cultivated areas. Crop yield under water stress was estimated using the FAO yield response-to-water relationship and crop-specific yield response factors (Ky). Seven water-supply scenarios (100% to 40%) and three management strategies, including deficit irrigation (H1), crop pattern optimization (H2), and an integrated strategy (H3), were evaluated. Under the baseline condition (A1) and cultivated area of 3,000 ha, irrigation water consumption was 22.791 Mm³, and net profit was 5,920 billion Rials. Under H2, reducing water availability to 40% decreased net profit to 3,480 billion Rials (41.2% reduction), while economic water productivity increased from 259.8 to 382.0 thousand Rials/m³ (47.1% increase). H2 consistently achieved the highest economic water productivity. Considering the trade-off between water conservation and economic returns, A4–H2 was identified as the more balanced management option, with water consumption of 15.950 million m³ (30% reduction), net profit of 5,010 billion IRR (15.4% reduction), and economic water productivity of 314.1 thousand Rials/m³ (20.9% increase). These findings demonstrate the potential of PSO-based optimization as a quantitative decision-support tool for crop pattern and water allocation under water-limited conditions.
